Doing Business with CISD

Welcome to doing business with Crandall ISD! We are one of the fastest-growing school districts in North Texas and are continually seeking new vendors to fulfill our purchasing and contracting needs. Sign up via our electronic bidding system and receive notification of future bidding opportunities.

After completion, you will receive notifications to participate in the competitive bid or proposal process with CISD. Our goal is to obtain the best products in the most cost-effective way to meet the needs of our school district. Crandall ISD is committed to fair and equal competition among all vendors.

 

How to do Business With CISD

 

Effective June 2022, the Crandall ISD Purchasing Department has moved from a paper bidding process to an electronic bidding system. CISD e-Bid, the new e-bidding system, is used by all vendors/suppliers regardless of whether they are current, awarded vendors or new applicants. Register now using Supplier Registration on the CISD e-bid portal. 

Our goal is to increase participation in the bid process by encouraging vendors to view our Current Bid Opportunities below. Doing business with Crandall ISD couldn't be any easier with our electronic bidding system.

  • Crandall Independent School District is a 5-A school district fully accredited by the Texas Education Agency. CISD serves students in Pre-Kindergarten through 12th grade and is located in Crandall, Texas in the southwest portion of Kaufman County. CISD is considered a fast growth, above average district committed to student growth and achievement.

  • The District is a political subdivision of the State of Texas.  It operates under specific legal requirements for the acquisition of goods and services.  Crandall ISD is exempt from most state and local taxes.  Tax-exempt forms will be supplied upon request by the Business Office.

  • We encourage the review of expenditures at the campus and department levels.  Our focus is on educating requisitioners within campuses and administrative departments so they can make most purchases directly.  By facilitating a training program and district-wide contracts, we give our purchasers the confidence and support they need to be successful.  Although oversight of the purchasing process is still centralized, most purchasing decisions are site-based.

  • Except for contracts for the purchase of produce or vehicle fuel, all contracts for goods and non-professional services valued at $50,000 or more in the aggregate, for each 12-month period, are made by the procurement method that provides the best value to the District, in accordance with Texas Education Code 44.031(a). For construction projects, the Board of Trustees will determine the appropriate procurement method to receive competitive prices from competing vendors. Public openings for bids and proposals are held at the Business Office located at 400 West Lewis Street, Crandall, TX 75114. Please contact the School Planning Department for information & location on our construction projects public openings.

  • All contracts based on bids or proposals are presented to the Board of Trustees prior to the issuance of a contract by the Purchasing Department.  Meetings of the Board of Trustees are normally held on the second Monday of each month in the Board Room located at 400 West Lewis Street, Crandall, TX 75114.  Those interested in attending these meetings should view the meeting agendas to verify the place and time of a specific meeting.

  • Crandall ISD gives preference to the use of cooperative or state contracts where goods and services can be purchased at competitive prices.   This is done to reduce administrative costs.

Senate Bill 9 (SB9)

The information regarding the requirements for conducting a criminal records check is posted on The Texas Department of Public Safety's website by clicking open Crime Records and reading School District Guide to Senate Bill 9.  The cost for each criminal records check is approximately $100.00.  

Conflict of Interest Questionnaire/Statement 

This questionnaire is to be filed in accordance with chapter 176 of the Local Government Code by a person doing business with a governmental entity.

  • FORM CIS: Conflict of Interest Statement to be completed by Crandall ISD employee (Adopted 8/17/2020)

A person commits an offense if the person violates Section 176.006, Local Government Code. An offense under this section is a Class C misdemeanor. By law, this questionnaire must be filed with the records administrator of the local government not later than the 7th business day after the date the person becomes aware of facts that require the statement to be filed. See Section 176.006, Local Government Code.

House Bill 914 Disclosure Requirements
